Searching ideas by keyword should search all fields and comments
Searching ideas submitted via JEDI should check all fields and associated comments for a keyword, rather than just the title.
Will allow us to find:
- Ideas we've seen previously more easily.
- Check for potential duplicates more accurately, before putting in any effort writing up and submitting a new idea.
