allow JEDI issues to be opened in a new tab

It's normal web page behavior to be able to ctrl-click or right click and "open in new tab" on hyperlinks.

Currently these options aren't available for links to issues in JEDI, and it's cumbersome when you want to quickly look at multiple issues.

This was one of the first suggestions I sent through when I first started using JEDI. It's the way I normally work, open all the tabs for the ones I'm interested in reading, then work my way through the tabs as/when time permits.
