Decimal Array elements not scaled correctly

This idea is based on an older NFS -- Decimal Array elements are not handled correctly. The Scale factor is ignored. We have added an option to the CollClass to allow entries to be scaled on an Array of Decimal.

    We created a JEDI for this idea which was previously submitted as an NFS.
