Drag & drop everything

Some things (methods, classes) can be copied or moved by dragging and dropping but others can't (constants, properties). It would be nice if everything was drag & droppable.

The drag & drop feature in general could use some improvement - having to hold down shift to initiate a move drag is non-standard, and it would be nice if the entire Class Browser acted as a drop target instead of only the list portion.

It would be great to be able to drag n' drop things between all Jade environments and sessions I have open as well.

We have merged JAD-I-453 Using clipboard for controls between environments with this idea because it makes sense to implement both request at the same time as one feature update.
