Allow size constrained backup and reorg logs
Provide user option (ini file setting) to have backup.log and reorg.log use the JadeLog.MaxLogFileSize setting so that they switch to a new numbered log when the size is reached. We have some customers that have tens of years worth of logging making the files too large to load with normal tools.
