improve JEDI vote icon

The JEDI vote icon is orange for not voted and grey for voted - when looking at an idea I can never tell if I've voted for it or not, which results in clicking on it and then clicking on it again when I realize I've just unvoted

Also the icon in the list doesn't give any indication of whether I've voted for an issue or not

Maybe hovering over the icon could show a hint as to the effect of clicking it (i.e. add vote/remove vote, as appropriate)

Also allow filtering to exclude or show JEDI ideas we have already voted on
